Tattoo cover up question help please?

I have a outline of a dragon head that I want covered up with a bigger dragon head (it will be black also), its measurements are about 12cm height and 6cm across. It's quite a small head with thin lines no shading. I got the small head tattoo when I was 16, I'm 18 now and didn't think about how small the head of the dragon was before but now I want a bigger one. The drawing measurements are about 14cm height and 15cm across, the skull of this drawing will cover most of the small head tattoo and than background can cover the rest. I provided pictures what do you think? Thank you.

I really like the placement of that tattoo. It's like it's protecting you.

So about covering it with a bigger dragon. Like the person before said, the new one would have to be colored in. A good tattoo artist can cover up anything. It's finding one good enough that is the problem. It may have to be heavily shaded with black or colored in with some really cool, bright dragon colors and shading. The artist could even add a shadow under the dragon to give it a realistic 3d effect, making the dragon look like it is actually perched there on your shoulder. If I want to get a tattoo how to I draw out the design?

Q. I want one kind of like my avatar picture but it has major differences,how could I make one online?
Also above It I want it to say God bless then to the left of the deer's nose I want it to look like its 3d saying out then on the right I want it to say laws in the same way,then under the deer I want it to say like me,would a decent artist be able to do this?

Sketch it out yourself, just so that the tattoo artist can get an idea of what you want...
Most tattoo artists will re-draw what you want to make sure it's exactly right.
Just go in and talk to the guy/girl who's going to do that tattoo.
Yes, they can do just about anything!
