Are tattoos on a womans arm too masculine ?

I want to get a tattoo, and have done for years. I only want a small dragon about 4 inches long, all in black, on my inner arm either just above my wrist or on my inner bicep, but my best friend (a guy) says he thinks all tattoos on girls arms look too masculine.
Does anyone else feel the same?

I am getting a tat of my dog but I don't really know where to get it. its obviously going to be pretty good sized and I am not a fan of big tattoos on girls arms so that's out. I want it in a feminine place so I was thinking my shoulder blade would be cute. Any other ideas?
