What is peoples opinion of a tattoo on a womans breast, like on the top area??

Its not lady like. Its not cute at all. If you have a good business job and in the summer time you want to wear shirts that are round or V-neck. You might be able to see your tattoo, and its just not lady like.

PLUS your taking your boobs out infront of an tattoo artist. NOT CUTE!

I have a crown on the back of my neck that is done in black ink with some white detail. What colors could I add to it to make it a little less dark and a little less noticeable?

Your main options are exposing it to sunlight as much as possible for several years (time-consuming and unhealthy) or get it lasered. Laser is unlikely to get rid of it completely, and also unlikely to make it "less bold" in a uniform way (i.e., it's gonna look like crap). Do you not like the tattoo or just wish it wasn't so noticeable?

Neck tattoos are highly visible tattoos, and unfortunately a lot of people (women especially) don't realize that the back of the neck is still a highly visible area. Many women think that wearing their hair down makes it a "hidden" tattoo, but the reality is that even long hair frequently leaves it quite obviously visible.

Without seeing your tattoo, I can't give any further advice. My recommendation would be to research a reputable tattoo studio in your area and ask them about your options. Good luck!
