I'm thinking bout getting "Don't forget to love yourself" on my chest next year. Opinions?

This may be bias because I'm a tattoo artist and shop owner, but EPIC!
There's nothing wrong with chest tattoos, just know it hurts like a bugger (pardon my frank Speech). Provided its a nice font and fits your build well. Just remember that poor quality tattoos stick out like a sore thumb, but well done ones can be beautiful.
Not only that, but more then half of the population over the age of 18 in north america has tattoos, you will likely hear more compliments then complaints. And the people that don't want to be around you because of a tattoo is like saying they wont be friends with you because your skin color or because of a religious View, or maybe your dating a black man and your white or asian or god only knows what... You wouldn't want people like that around you.

i want to get a tattoo on my chest, above my breasts and below my collar bones, but im worried about sagging later on.

Hey, depends on your size and how genetically predisposed towards sagging you are, but it's extremely likely to end up looking stretched out, and aside from that it's also an extraordinarily ugly place for a woman to get a tattoo - it's also a place very difficult to cover up convincingly should the need arise, unless you want to spend your professional life in high necked tops. Honestly, I'm not saying this to p*** you off but unless you're a seriously hard core tattoo chick, please think again - to the non-hard core tattoo population tattooed breasts (or just above them) really, really looks appalling... stretched out or not.
