What is the meaning of the dragon and the phoenix together?

I've been wanting to get this tattoo for awhile now, which has a dragon and a phoenix together. Ive been doing alot of research on what this collaboration really means, but I keep getting different answers. Some say that it symbolizes the unity of a man and a woman.. Does anyone know what the most well known meaning of it is?

Basically in Chinese culture the phoenix represents a woman and the dragon represents a man (usually the emperor) both of them together represent a powerful bond between the two. Usually close couples get that kind of tattoo

Im watching the swedish film adaptation at the moment and it doesn't seem to make any sense that this woman who would appear to be in her early 20s (at the very least) has a legal guardian, who is apparently assigned by the government, and has total control of her finances apparently?
