Are tattoos on a womans arm too masculine ?

I want to get a tattoo, and have done for years. I only want a small dragon about 4 inches long, all in black, on my inner arm either just above my wrist or on my inner bicep, but my best friend (a guy) says he thinks all tattoos on girls arms look too masculine.
Does anyone else feel the same?

I already have one tattoo on my wrist and I'm planning to get more, but I was wondering where besides the wrists is a good spot to get tattoos. Also where its about the same pain as getting it on the wrists.
